Abstract
The article proves that the formation of an effective personnel policy of the enterprise depends on the systemic motivating factor. The motivating factor is the basis in terms of increasing productivity in the direction of forming a sufficient financial resource to ensure the socio-economic development of the enterprise. It proved that the basis of the personnel component of the organizational structure of the enterprise is the formation of an effective motivational mechanism focused on the employee. Therefore, the effectiveness of the work depends on the underlying relationship in this mechanism. It is determined that the creation of favorable working conditions at the enterprise is a real prerequisite for high efficiency of employees. Because, the interest of employees accumulates in the direction of efficient work, rather than spending effort and energy in search of a new. It proposed to conduct an assessment and analysis of staff, in order to identify problems and issues. Consequently, reduce staff turnover and create a real interest in the work. After all, hiring new employees requires additional costs, of both physical and financial, for adaptation and their preparation. Therefore, the avoidance of such situations requires the manager when hiring employees, clear instructions on the work. The highlighting the strengths and weaknesses of the work performed, the employee's ability to improve their activities, professional competence. To increase labor productivity and monetary remuneration for work results, as the main motivating factor in the formation of the personnel of the enterprise. That is, reducing staff turnover. It proved that an important aspect of reducing staff turnover and increasing productivity is social adaptation in the team. It is evaluate based on test results, the result of conversations between managers and employees in their free time, because of their own observations of employee behavior. Therefore, an effective motivational mechanism must linked to the performance of the owner, manager, employee and business structures in general
