Abstract
The article is devoted to the theoretical foundations of the formation and implementation of innovative entrepreneurship at the regional level. The main factors influencing the state and development of innovative entrepreneurship in the region are analyzed and determined. In particular, such factors include: strengthening of destructive influences on the state and development of the region; lack of qualified personnel involved in the development of innovative entrepreneurship in the region; imperfect communications between science, business and government; lack of a single strategic vision for the development of innovative entrepreneurship in the regions of the state. The structural elements of the studied mechanism are determined, which include organizational, institutional and economic elements that form a set of levers for managing the process of development of innovative entrepreneurship in the region. The main types of stakeholders in the implementation of the mechanism are identified, which include managing entities (authorities, line ministries, local governments). In addition, the main objects of the mechanism are the subjects of innovative entrepreneurship in the region, industry associations and investors. In order to more clearly define the list of tools of the organizational and economic mechanism that correspond to its specific strategic goals, the identified priorities for regulating the development of innovative entrepreneurship in the region have been formed and detailed. The main priorities for regulating the development of innovative entrepreneurship in the region include: the formation and implementation of competitive regional innovative products and services; improving the quality of the institutional infrastructure of innovative entrepreneurship in the region; improving the information support of innovative entrepreneurship in the region; organization of a system of quality training of qualified specialists for the sphere of innovative entrepreneurship; systematic de-shadowing of the activities of economic entities in the region. It is proved that the regulation of the development of innovative entrepreneurship in the region is carried out by identifying and supporting the priority areas of both state and industry, and regional and local levels. Most regions, through the formation and implementation of regional strategies and development programs independently support and develop innovative entrepreneurship, allocate funds from their own budgets for research and innovation in the region. In addition, the regions protect the rights and interests of innovation entities, provide financial support for the implementation of innovation projects, stimulate commercial banks and other financial institutions that lend to the implementation of innovation projects; to support the functioning and development of modern innovation infrastructure in the region. It is proved that the organizational and economic mechanism of development of innovative entrepreneurship can become an effective direction of socio-economic development of the region. Clear and effective regulation of innovative business development of regions in particular and the state in general, by creating and implementing an effective organizational and economic mechanism, which includes a set of economic, organizational and institutional measures to ensure efficient use of resource potential of the region, realization of potential of all innovative business entities and balancing the interests of all stakeholders in the development under study. It is determined that there is no ideal formula for creating an optimal system for regulating the development of innovative entrepreneurship, but the implementation of a purposeful, consistent and well-thought-out state and regional policy in this area allows to achieve significant positive results
