政策執行視角下襄陽市鄉村規劃許可規程修編程序研究

Abstract

政策執行是一個將政策目標轉化為實際行動的複雜系統，各種影響因素形成的合力對其產生作用。基層是服務群眾和政策執行的終端末梢，規程修編作為政策執行的重要末端，直接影響著政策執行的效果。本文從政策執行的視角出發，以襄陽市鄉村規劃許可規程修編為案例，對其修編程序進行分析。文章結合前期政策梳理、調研、方案形成和徵求意見等環節，認為規程修編對政策執行效果的影響，主要體現在漸進決策路徑、程序科學化與民主化、執行組織方式以及跨部門協作等方面。基於此，本文對規程修編如何影響政策執行效果進行了討論，並對類似地方規程修編工作提出了相應啟發。
