Built for Purpose: A Permanent Public Tax Policy Advisory Body

Abstract

This paper argues that a major review of Canada's tax system, while laudable and overdue, is unlikely to be successful if it relies on either the established technical consultation between officials and tax professionals or on a time-limited public body. Instead, given the nature of the task, we demonstrate how a permanent public body would provide the best possible forum for incremental--but transformational--tax reform while preserving democratic accountability and transparency. This paper draws on key concepts in Canadian public administration to outline what a new body might look like and how it might work.
