La distancia entre la ciudadanía y las élites: una mirada desde el informe Desarrollo humano en Chile

Abstract

This paper argues that Chilean citizens and the elite are profoundly disconnected. The inability of the elite to understand people represents an obstacle to thinking and acting in tune with their perceptions and demands. Some of the main contradictions between the way public debate proceeds, natural to the elite, are shown as well as the logic that citizens use to think and act in society. Empirical evidence is reviewed, both quantitative and qualitative, taken from several Human Development reports published by the United Nations Development Program (UNDP).
