Cooperación Internacional Descentralizada. Estudio sobre su institucionalización en Medellín

Abstract

Resumen Los cambios producidos en el escenario internacional modifican las relaciones entre los actores tradicionales, dando lugar no solo a la aparición de nuevos actores, sino también a nuevas formas de interrelación entre los mismos. Se presenta un nuevo componente en la forma de cooperar, ahora bajo las dinámicas de los gobiernos subnacionales, dinámica que se ha ido institucionalizando en el tiempo y cuyos beneficios son tácitos en la medida en que aportan al desarrollo local. En ese orden de ideas, se estudia el proceso de institucionalización de este tipo de cooperación en la ciudad de Medellín, Colombia, en torno a la creación de la Agencia de Cooperación e Inversión de Medellín y el Área Metropolitana. ****** Abstract The changes occurred in international contexts have modified the relation among traditional actors; these have not only helped the emergence of new actors, but also new forms of interaction among them. Concerning cooperation, there is a new component taking into account the current dynamics of subnational governments, a dynamic that has been institutionalized over time and whose benefits are tacit insofar, as they contribute to local development. Given this context, in Medellin-Colombia, the institutionalization of this type of cooperation, is studied around the creation of the Agency for Cooperation and Investment of Medellin and its Metropolitan Area.
