Colombia: historia cambiaria, revaluación y “Enfermedad Holandesa"

Abstract

Resumen Desde principios del presente siglo varios analistas económicos expresaron su preocupación por la revaluación que comenzó a aparecer en algunas economías latinoamericanas, y en particular en la colombiana. En este país, el 2003 marcó un punto de inflexión en su historia cambiaria, pues a partir de este ano se pasó de la tradicional devaluación a un periodo de abundancia de divisas y revaluación. Recientemente se comenzó a hablar de la aparición de la “enfermedad holandesa”. El presente artículo analiza algunos de los conceptos teóricos relacionados con los flujos de capital, la balanza de pagos y la historia cambiaria del país, esto con el objetivo de aportar al conocimiento de los fenómenos de la revaluación, así como de la “enfermedad holandesa”, al tiempo que se intenta avanzar en el estudio de los impactos macroeconómicos que producen los cambios en estas variables, los cuales hoy responden a modificaciones estructurales de la economía y no a un evento coyuntural. ****** Abstract Since the beginnings of this century, several economic analysts have expressed their concern for the reevaluation process that appeared in some Latin American economies, particularly in Colombia. In this country, 2003 represented a starting point of inflection in its exchange rate history; as from that year, traditional devaluation reached a period of currency and reevaluation abundance. More recently, experts started talking about the appearance of the “Netherland disease”. This article analyzes some of the theoretical concepts related to capital flows, the balance of payments and the exchange history of the country; it contributes to the knowledge on the reevaluation phenomena and the “Netherland disease” and deepens in the study of macroeconomic impacts that cause changes in these variables, which today, respond to economic structural modifications not to a conjunctural event.
