El problema que desarrolla es la verificaci�n de los niveles de eficacia normativa de las leyes que protegen el acceso de la poblaci�n con discapacidad f�sico motriz a las instituciones educativas de educaci�n superior en la ciudad de Cartagena, en el a�o 2011. Los resultados iniciales nos llevan a afirmar que en Cartagena de Indias hay un alto nivel de desprotecci�n del derecho estudiado a esta poblaci�n. ABSTRACTThis is an applied research on the effectiveness of law, with theoretical and practical methodological phases. The problem that develops is the verification of the efficiency levels of laws rules that protect access to physically disabled people driving the educational institutions in the city of Cartagena, in 2011. Abstract

Esta es una investigación aplicada, sobre eficacia del derecho, con fases metodológicas teórica y práctica. El problema que desarrolla es la verificación de los niveles de eficacia normativa de las leyes que protegen el acceso de la población con discapacidad físico motriz a las instituciones educativas de educación superior en la ciudad de Cartagena, en el ano 2011. Los resultados iniciales nos llevan a afirmar que en Cartagena de Indias hay un alto nivel de desprotección del derecho estudiado a esta población.
