La cuestión integral del siglo XXI

Abstract

La problemática penitenciaria en América Latina radica en la falta de integración de las políticas públicas de seguridad, criminal y penitenciaria. Esta situación se agrava especialmente en Colombia, por estar inmersa en un conflicto armado que dificulta el diseno adecuado de la política criminal para neutralizar la criminalidad de manera más eficiente. Por tanto se hace necesario conceptuar y establecer en la cuestión integral una forma de canalizar y orientar políticas tendientes a una prevención primaria (dirigida al campo de la seguridad y la convivencia ciudadana) una secundaria (el campo de la justicia en el proceso de investigación) y una terciaria (en el campo penitenciario, cuando se cuenta con población reclusa).
