Diseno de un sistema de gestión estratégica para la Alcaldía Local del Sur- oriente del distrito de Barranquilla

Abstract

El objetivo de este estudio fue el diseno de un Sistema de Gestión Estratégica para la Alcaldía Local del Sur Oriente de Barranquilla alineado con el Sistema de Gestión Distrital, teniendo en cuenta las directrices del marco regulatorio. Para este efecto, con base en el marco teórico, se combinaron el modelo de Dirección Estratégica de Garzón (2008), el Modelo Estándar de Control Interno y la Norma Técnica Colombiana para el Sector Público, utilizando la metodología de los sistemas suaves de Checkland. Como resultado del trabajo se logró la redefinición de la plataforma estratégica y el diagnóstico estratégico de la institución. Finalmente, considerando los criterios de la teoría de recursos y capacidades, se definieron estrategias medibles y alcanzables para la Localidad.
