Las oportunidades que ofrece el TLC: ¿contribuyen a la convergencia en el desarrollo y crecimiento de las regiones colombianas?

Abstract

La posibilidad de que un Tratado de Libre Comercio (TLC) contribuya a la generación de desarrollo y a su vez crecimiento2 se magnifican con las teorías del libre comercio. Pero éstas se deben llevar a cabo con unas políticas que se ajusten a las condiciones de las regiones. El artículo parte del concepto de la convergencia y/o divergencia regional, que es de donde se desprende el desarrollo y análisis del mismo. Se hace la diferenciación entre crecimiento y desarrollo. Allí, se da muestra de los aportes de las diferentes escuelas del pensamiento económico y los trabajos realizados frente al tema. Para efectos de este trabajo se realizó un panel data para determinar la convergencia y/o divergencia de las regiones colombianas (1980 -2002). Por último se encuentra evidencia de convergencia regional para 1980-2002. Pero al hacer un análisis más detallado de las condiciones que presentan cada una de las regiones respecto a su vocación productiva y oferta exportadora se difieren los resultados, por lo que no se puede determinar que existe convergencia absoluta para las regiones colombianas.
