Abstract

ResumenA comienzos del decenio de 1990 ocurrió algo en Colombia que para la mayoría de los ciudadanos pasó desapercibido: el Estado deja de realizar algunas funciones que desde hacia ya más de cuatro décadas venía ejecutando. Es el caso de la provisión monopólica de servicios públicos domiciliarios (acueducto, alcantarillado, electricidad y telecomunicaciones, entre otros) que antes eran suministrados exclusivamente por el Estado y ahora pasaron a ser funciones también de la empresa privada. El Estado se ha convertido esencialmente en agente planificador, regulador, vigilante y controlador de las acciones del sector privado (Sánchez y Villegas, 2001, 104).
