Una nueva forma de concentración de la tierra en Colombia:la ley 1448 de 2011

Abstract

En este artículo se pretende mostrar, mediante un análisis económico, cómo la Ley 1448 de 2011 (o Ley de Víctimas y Restitución de Tierras), junto al Plan Nacional de Desarrollo (PND) 2011-2014, generan concentración de la tierra en Colombia. Esto se debe a que los objetivos del PND terminan disgregando los que busca la Ley 1448, lo cual se explica con el uso de un modelo de agencia y el subsecuente problema de riesgo moral para el Estado y las víctimas del conflicto. A partir de los resultados anteriores se construye un modelo de teoría de juegos, del que se concluye que, efectivamente, la Ley 1448 y el PND generan concentración de la tierra en Colombia.
