Abstract

Este documento describe la evolución de la tecnocracia macroeconómica y presupuestal de Colombia en las últimas cuatro décadas. El proceso avanzó gracias a las reformas que se pusieron en marcha tras las dos últimas grandes crisis macroeconómicas: la que se originó entre 1982 y 1983 y la de 1998-1999. En esos dos momentos, en medio de un ambiente de emergencia, el país pactó con el FMI sendos programas de ajuste que, además de los ajustes macroeconómicos, transformaron la forma de hacer política fiscal e impulsaron la creación de nuevas instituciones económicas en los años siguientes. El proceso de desarrollo institucional se alimentó de experiencias de otras partes del mundo y se enriqueció con la vinculación al servicio público de un número creciente de economistas con preparación académica avanzada en el país y el exterior. El análisis termina en el gobierno del presidente Gustavo Petro, 2022-2026, cuando se observan simultáneamente un debilitamiento de la tecnocracia y un fuerte deterioro de la situación fiscal del país. -----This document describes the evolution of Colombia´s macroeconomic and budgetary technocracy in the last four decades. This process advanced thanks to the reforms implemented after the last two big macroeconomic crises: the one that originated between 1982 and 1983, and the 1998-1999 crisis. In both instances, amid an emergency environment, the country negotiated adjustment programs with the IMF that, in addition to macroeconomic adjustments, transformed the way fiscal policy was conducted and promoted the creation of economic institutions in the following years. The institutional development drew on the experiences of other parts of the world and was enriched by the increasing involvement of economists with advanced academic training, both from the country and abroad. The analysis ends with the government of President Gustavo Petro, 2022-2026, when a weakening of the technocracy and a sharp deterioration in the country´s fiscal situation are simultaneously observed.
