Abstract

Este artículo examina el papel de las Alianzas Público-Privadas (APP) en el financiamiento de grandes proyectos de infraestructura de transporte y su impacto sobre la economía. Se efectúa un balance de las inversiones en este sector durante las últimas décadas, y se identifican los aportes, desafíos y perspectivas del modelo de APP en transporte, comparándolo con experiencias de otros países. Se evalúa el impacto macroeconómico de la infraestructura de transporte, y se discuten las políticas recientes que representan una amenaza inminente para la sostenibilidad de los concesionarios viales a mediano y largo plazo. A pesar de la abundante literatura en este campo, existe un vacío en el análisis integral del conjunto de las APP en Colombia y su evolución desde sus inicios. Este documento contribuye a la literatura sectorial al evaluar y cuantificar los riesgos asociados a las decisiones políticas y económicas que amenazan el esquema de las APP. Estos riesgos podrían traducirse en un retroceso en el avance institucional emprendido durante décadas en el país.*** Abstract: This article examines the role of Public-Private Partnerships (PPPs) in financing large transportation infrastructure projects, and their impact on the economy. It presents a balance of the investments in this sector over the past decades and identifies the contributions, challenges, and outlook of the PPP model in transportation, comparing it with experiences from other countries. It assesses the macroeconomic impact of investment on transportation infrastructure and analyzes the recent policies posing an imminent threat to the sustainability of road concessionaires in the medium and long term. Despite the abundant literature in this field, a gap is noted in the comprehensive analysis of all PPPs in Colombia and their evolution since their inception. This document contributes to sector literature by evaluating and quantifying the risks associated with political and economic decisions that threaten the PPP scheme. These risks could translate into a setback in the institutional progress undertaken for decades in the country.
