La corrupción en Colombia : diagnóstico y recomendaciones para controlarla

Abstract

La corrupción es uno de los principales obstáculos para el desarrollo socioeconómico, la consolidación de un Estado eficaz y eficiente, y el fortalecimiento de la democracia en Colombia. Motivado por el impacto de este problema, Fedesarrollo lideró entre enero y octubre de 2021 la Comisión de Expertos Anticorrupción; de la que hicieron parte Alejandra Barrios, Catalina Botero, Andrés Hernández, Luis Fernando Mejía, Vivian Newman, Mónica Pachón, Pablo Querubín y Elisabeth Ungar. Este documento resume los principales problemas identificados por la Comisión y la Secretaría técnica, desarrolla el marco lógico que se estructuró para definir el problema y lista las 37 recomendaciones agrupadas en las temáticas abordadas: sistema electoral y político, rama judicial y organismos de control, compra pública, empleo público, captura de la regulación y la formulación de política pública, y las recomendaciones transversales. Se parte de una extensa literatura reciente, en particular de Fedesarrollo (desarrollada por investigadores internos y externos), e investigaciones de DeJusticia, Transparencia por Colombia, Misión de Observación Electoral y la Universidad de los Andes, entre otros.
