El comercio intra-regional y el problema de pagos

Abstract

“Uno de los aspectos más dramáticos de la crisis actual en América Latina ha sido el colapso del comercio, intra-regional. Hasta hace poco tiempo, dicho comercio se visualizaba, no solo como el aspecto más visible del proceso de integración, sino también como una base importante para una política de defensa conjunta ante una eventual crisis internacional. Tales expectativas han resultado enteramente frustradas hasta el momento. El argumento central de este ensayo es que en la raíz de este comportamiento subyace, tanto la estructura enormemente desequilibrada del comercio intra-regional en los anos anteriores a la crisis, como un sistema de pagos que fomenta el tipo de políticas contraccionistas del comercio recíproco que se ha experimentado en los últimos anos. Por este motivo, juzga que una solución a fondo de la crisis del comercio sólo es posible en la medida en que se ataquen estos problemas. El trabajo se inicia con unas consideraciones sobre el crecimiento y la estructura de intercambio comercial al interior de América Latina. Posteriormente se analiza el sistema de pagos de la ALADI a la luz de su comportamiento durante la crisis actual. Este análisis nos lleva a considerar algunos problemas teóricos a los cuales debe responder el rediseno del sistema de pagos en las actuales circunstancias. Con base en estas consideraciones teóricas, se estudian finalmente las alternativas de reforma al sistema actual y los principales obstáculos que enfrenta cualquier innovación en este frente."
