Crisis de gobernabilidad y la región Andina: un análisis de economía política

Abstract

La región andina está experimentando dificultades económicas y de gobernabilidad que agravan sus problemas estructurales de pobreza, lento crecimiento y desigualdad social. Las dificultades de gobernabilidad de la región andina se manifiestan en la alta rotación de las autoridades, debilidad institucional, crisis políticas recurrentes y fragilidad de la democracia. El enfoque de análisis propuesto se centra en 3 conjuntos de variables: i) las principales características y la frecuencia de cambio de los regímenes políticos y constitucionales, ii) la calidad de las instituciones, iii) la desigualdad social y diversidad étnica, como elementos determinantes de las condiciones de gobernabilidad de los países Andinos. El análisis empírico del trabajo combina evidencia histórica (para el siglo XX) y reciente sobre la frecuencia de las reformas constitucionales, las crisis presidenciales y los regímenes políticos con índices subjetivos recientes de calidad institucional y gobernabilidad publicados por varias instituciones.
