Políticas de reconversión en contextos de cambio estructural

Abstract

El principal objetivo de este trabajo es explorar las herramientas de política disponibles para apoyar sectores y factores productivos que deben adaptarse a cambios estructurales. El análisis se concentra en los mecanismos de reconversión que podrían utilizarse frente a un Tratado de Libre Comercio para mejorar las condiciones en los sectores que se verían afectados por la mayor competencia internacional y para fomentar el desarrollo de aquellos a los que la apertura comercial les representa oportunidades para crecer. El estudio presenta la aproximación metodológica que debe guiar el diseno y la implementación de las herramientas de política para la reconversión y ofrece una aplicación a tres sectores específicos de la economía colombiana -arroz, electrodomésticos y software- a manera de ilustración.
