Una nota sobre la tecnocracia colombiana

Abstract

Este ensayo tiene por objeto hacer una modesta contribución a la celebración del 35 ̊ aniversario de Fedesarrollo. Su carácter es deliberadamente impresionista y retrospectivo. Trata de identificar algunas características del manejo económico del país durante los últimos cuarenta años y su posible vinculación con una especie de reciente aparición en el ecosistema tropical caribe-andino que podría denominarse homo tecnocraticus colombianensis. Utiliza el enfoque de quienes analizan las políticas públicas y el desempeño económico nacional desde una perspectiva diferente a la interna. El exceso de familiaridad con el entorno y la carencia de términos de comparación pertinentes pueden distorsionar la imagen que se tiene de lo conocido.
