Efectos de la cuota colombiana a la importación de automóviles desde México

Abstract

El propósito de este trabajo es evaluar los efectos del Acuerdo Comercial El Grupo de los Tres" (G-3) sobre el mercado automotriz colombiano.Asumiendo que la demanda se puede describir como un modelo de elección discreta, se desarrolla un modelo de equilibrio parcial para analizarla cuota de importación impuesta a los vehículos provenientes de México y su efecto sobre los precios en el mercado de automóviles en Colombia.Se encuentra que aunque la cuota redujo el promedio de los precios del mercado, este efecto no fue mayor a un 3% con respecto al escenariosin G-3. Asimismo, la cuota redujo únicamente los precios de los vehículos mexicanos, los cuales cayeron un 20%. Finalmente, se encuentraevidencia de que la distribución de la reducción de precios entre los segmentos es independiente de las participaciones del mercado. Por lo tanto,para 2010 la cuota habrá evitado una reducción del 10% en el promedio de los precios de los automóviles en Colombia. Estos resultados sonrelevantes para el diseno de políticas comerciales en industrias específicas y para la toma estratégica de decisiones en las firmas pertenecientesa la industria automotriz. Abstract: This paper assesses the effects of the "Grupo de los Tres" (G-3) trade agreement in the Colombian automobile market. Assuming that demandmight be described by a discrete-choice model, this paper develops a partial-equilibrium model in order to analyze the import quota of automobilesproduced by the Mexican assemblers and its effects upon prices on the Colombian Automobile Sector. The results of this paper suggest that thequota reduced average market prices in no more than 3%, comparing the case without G-3. Likewise, the price in Mexican cars were reduced on20%, but prices of domestic and other import cars were unaffected. Finally, there is evidence that the distribution of the price reduction amongclasses of vehicles is independent of market-shares. Therefore, for 2010 the import quota will mitigate a 10 percent reduction in the averageprice of automobiles in the Colombian market.. These results are relevant for the decision of trade policies in targeted industries and are usefulfor firms of the automobile market when they undertake strategic decisions."
