Abstract
Innumerables son los beneficios que el uso de las tecnologías de lainformación y las comunicaciones (TIC) deriva en los procesos empresarialessiendo de mayor relevancia el incremento en ventas, la disminución decostos totales, mejora en satisfacción de clientes y proveedores, mayoreficiencia, optimización de la educación del personal, mejoramiento dela comunicación con stakeholders y presencia global. Sin embargo, esevidente una relación directa entre uso intensivo de tecnologías (incluidas lasTIC) y desarrollo organizacional, dado el tamano de la empresa (Grande yMipyme), ya que si bien la última concentra la mayor población de un país(99.3% en Colombia), es la de menor desempeno (Foro Económico Mundial,2011). Consecuente con ello y aceptando el papel que se le ha conferido,el Ministerio de TIC de Colombia ha dado paso a una nueva fase de lainiciativa Mipyme Digital, a fi n de masifi car las TIC e internet (50% de laMipyme al 2014) y a la vez generar más competitividad y productividad enlas Mipyme de su país. Se busca así contrarrestar actitudes evidenciadas enestudios recientes (Cisco, 2009; Fundes, 2009; operadores, 2010) sobre laescasa utilidad de las TIC y similar nivel de inversión en las mismas, ademásde usos marginales como e-mail y pagos bancarios, realizados en hogareso en cafés internet. Esto se confi rma con un asombroso 7% de microempresaque manifi esta contar con internet y TIC (DANE, 2006 y otros). Paralograr tal cometido ha disenado e implementado una estrategia que basaen tres pilares: concentradores, cadenas productivas y killer applications,acudiendo a alianzas con entidades públicas y privadas. Tal ejecuciónrequiere investigación, desarrollo e innovación antes, durante y después,puesto que se hace imperativo demostrar hipótesis como la determinaciónde la competitividad de las Mipyme basada en el uso de las TIC.ABstrActAPPROPRIATION AND EXPANSION OF INFORMATION AND COMMUNICATION TECHNOLOGIESIN THE PRODUCTIVE CHAINS AS DETERMINING FOR COMPETITIVENESS OF SMESSThe use of information and communication technologies have haduncountable benefi ts in organizational processes being the increase in sales,decrease of total costs, customer satisfaction and supplier improvement, moreeffi ciency, optimization of personnel education, communication improvementwith the stakeholders and global positioning, some of the most importantissues to consider. However, a direct relationship between the intensive useof technologies and organizational development is evident due to the size ofthe company (Big and medium sized companies) considering that the smallsized ones which concentrate the largest population (99.3% in Colombia),are the ones with the lowest performance (World Economic Forum, 2011).Consequently accepting the role given by the Colombian Ministry ofInformation and Communication, they have opened up to a new phase ifthe Digital SME initiative in order to expand the use TICs and internet (50%of the SMEs in 2014) and at the same time generate competitiveness andproductivity in the country. This way, it is possible to counteract of the evidencedattitudes of recent studies (Cisco, 2009; Fundes, 2009; operators, 2010)about the scarce usefulness of TICs and a similar investment levels on them.Also, the marginal use of e-mail service, bank transactions and paymentsmade from homes and cyber cafes. This is confi rmed by an amazing 7%of small companies using internet and TICs, (DANE, 2006 and others). Toachieve this, a three pillar strategy has been designed and implementedbased on: concentrators, productive chains and killer applications, togetherwith alliances with public and private entities.
