Fallas del mercado de internet banda ancha: lecciones para el diseno de política pública

Abstract

El artículo aborda la tensión existente entre el Estado y el mercado alrededor de los objetivos enmarcados en el cierre de la brecha digital. Para ello, se expone una revisión detallada de las aproximaciones teóricas y empíricas sobre las principales fallas del mercado de Internet banda ancha, agrupadas entre las categorías de bienes públicos, externalidades, incertidumbre, mercados incompletos y competencia imperfecta, y las respectivas líneas de intervención pública que recoge la literatura especializada, con el fin de contrastar la pertinencia de la política de difusión de conectividad vigente en el país.
