Naturaleza económica y legal de la infraestructura de los servicios públicos de saneamiento básico

Abstract

En este artículo tiene por objeto caracterizar los servicios públicos de saneamiento en general y el servicio de aseo en particular. Para alcanzar ese propósito se estudia la importancia macroeconómica del sector y se analiza el concepto de servicio público. Igualmente, se analiza cómo el servicio de aseo ostenta fallas de mercado al proveer el servicio por debajo de las necesidades sociales por su naturaleza económica que induce a soluciones ineficientes al determinar precios y cantidades alejados de los criterios de eficiencia económica. También presenta información de la contribución del sector de agua y saneamiento básico a la economía nacional.
