Diagnóstico De La Dimensión Social Como Punto De Partida En La Gestión Del Desarrollo Local

Abstract

Resumen Este artículo examina los aspectos más relevantes del diagnóstico municipal, en el marco de la gestión pública para el desarrollo local desde la perspectiva de la dimensión social en la Región Pacífico de Colombia (RPC). Para dicho propósito, se confrontan los puntos de vista de distintos autores, en cuanto a la dimensión social del desarrollo y su relación con las políticas públicas. En su consecución, este documento muestra el comportamiento de las variables sociales pertinentes de análisis para la toma de decisiones en los municipios de la RPC, al igual que da cuenta de los programas de inclusión y equidad social vigentes al 2015. Se encuentra que municipios como Bagadó y Medio Atrato (ambos en Chocó) presentan unas condiciones sociales que limitan su desarrollo. Adicionalmente, se resalta la pertinencia de programas inclusivos en la región, debido a que están a tono con la caracterización municipal. Abstract This article examines the most relevant aspects of the municipalities’ diagnosis, within the framework of public management for local development from a social dimension perspective in the Pacific Region of Colombia (RPC in Spanish). For this purpose, different authors’ views on the social development dimension and its relationship with public policies are compared. In order to achieve this, the article presents the social variables behavior pertinent to be analyzed to support the decision-making process in the Pacific Region municipalities in Colombia. Also, to report on the social inclusion and equity programs in force in 2015. It is found that municipalities such as Bagadó (Chocó) and Medio Atrato (Chocó) have social conditions that limit their development. In addition, the relevance of inclusive programs in the region is highlighted because they are in line with the municipal characterization.
