Metodología De Evaluación De Desempeno De Los Mecanismos De Control Social De La Gestión Pública En Colombia

Abstract

Luego de la puesta en marcha de la Constitución Política de 1991 fueron establecidas una serie de normativas para incentivar la participación democrática. En el caso de la gestiónpública se dotó a la sociedad civil de herramientas para vigilar y participar en su control. Pasada más de una década es primordial evaluar su desempeno para conocer si losobjetivos que justificaron su puesta en marcha se están cumpliendo o no. Este artículo presenta una propuesta de metodología de evaluación de los mecanismos de control social de la gestión pública en Colombia basada en indicadores de desempeno y desarrollada con lógica difusa. Así mismo, se presenta los resultados de una prueba piloto para la ciudad de Bucaramanga.
