Instituciones y desarrollo: reformas de segunda generación en América Latina

Abstract

RESUMEN En este artículo se trata de valorar la importancia de las instituciones en las reformas de “segunda generación” en América Latina en los últimos diez anos. Después de plantear las limitaciones del modelo de industrialización de la región y la puesta en práctica de las reformas de “primera generación” a partir de mediados de los anos ochenta, se constatan las insuficiencias de estas primeras reformas económicas y la necesidad de ir más allá. Es entonces cuando empiezan a valorizarse las instituciones como elemento clave del desarrollo económico. Los cambios políticos recientes en varios países latinoamericanos van a ejercer una enorme influencia en las reformas institucionales que creemos podrán mejorar los resultados económicos.
