Abstract

Resumen Desde el ambiente de la Globalización, se busca establecer, a través de este ensayo, el devenir de la base material y técnica (Estructura) y qué dirección asume (la Supraestructura) el Estado, y las instituciones, de los Países latinoamericanos, en particular Colombia, frente a las posibilidades creadas por la nueva economía, para actuar sobre los factores internos y externos que condicionan su desarrollo. Ello supone adoptar una visión sobre el desenvolvimienthistórico de las I&D+I, y su relación con las dinámicas del crecimiento y desarrollo latinoamericano y de Colombia.
