Balance económico de la administración Uribe primer periodo: 2002-2006

Abstract

RESUMEN: En el artículo se hace un balance de la administración Uribe, primer periodo 2002-2006. Se encuentra una descripción de los antecedentes de la política económica del periodo, en particular la situación en la que se encontraba la economía a finales de la década de los 90 y comienzos del nuevo siglo; luego se examina la política comercial y el Plan de Desarrollo: “Hacia un Estado comunitario 2002-2006”. La idea central del artículo es mostrar cómo la política económica de ese periodo estuvo orientada con la mezcla de dos enfoques contrapuestos: el monetarista de las reformas económicas, y el keynesiano de la Constitución de 1991. Debido a esa mezcla, los resultados de la política económica no fueron los deseados en materia de crecimiento económico sostenible; bajo desempleo; distribución del ingreso; reducción de la pobreza y cohesión social.
