Abstract

El último número de Ensayos contiene un artículo de Hernando J. Gómez y Hernando Vargas que ofrece una promesa de solución de uno de los problemas más difíciles de la política financiera y monetaria del país, como es la racionalización de su estructura de encajes e inversiones forzosas. Por coincidencia, el artículo fue publicado poco después de haberse efectuado una reforma de cierta importancia en este frente, bajo lineamientos muy diferentes a los recomendados ene se trabajo. No sería justo con los autores no con los lectores de Ensayos dejar las cosas en ese punto. Si las recomendaciones del ensayo son correctas, debería procederse a revisar la política en esta materia. Si no lo son, vale la pena explicar el por qué. Ofrecer esa explicación es el principal propósito de este comentario el cual, de paso, permitirá hacer algunas precisiones sobre la teoría económica y la investigación aplicada, que también podrían ser de interés en otros casos.
