Pobreza y desigualdad en Ecuador: modelo de microsimulación de beneficio fiscal

Abstract

El objetivo de este artículo es presentar Ecuamod, el modelo de microsimulación de beneficios fiscales para Ecuador. Un modelo de microsimulación estática que combina reglas detalladas de política de país con microdatos representativos de la Encuesta nacional de ingresos y gastos de hogares urbanos y rurales (Enighur 2011-2012) para simular derechos de beneficios en efectivo, impuesto sobre la renta personal y pasivos de cotización a la seguridad social, así como IVA e impuestos especiales para el periodo de 2011 a 2017. Se analiza la importancia relativa de los componentes de los beneficios fiscales en la distribución del ingreso y el efecto de los instrumentos de impuestos sobre la pobreza y la desigualdad de los ingresos. ****** The aim of this paper is to introduce Ecuamod, the tax-benefit microsimulation model for Ecuador. A static microsimulation model, which combines detailed country policy rules with representative micro-data from Enighur 2011-2012 to simulate cash benefit entitlements, personal income tax and social insurance contribution liabilities, as well as VAT and excise duties for a number of products, for policy years 2011-2016. It Analyses the relative importance of tax-benefit components across the income distribution, and assess the effect of tax-benefit instruments on income poverty and inequality.
