Bogotá-Región en el escenario OCDE: prismas e indicadores de innovación

Abstract

El ingreso de Colombia a la OCDE despertó expectativas positivas. Este induciría mayor comparación internacional de su desempeno en ciencia, tecnología e innovación, y mejores políticas. El texto discute las lecturas que posibilitan los indicadores de la OCDE y el Regional Innovation Index –RIS– de la Unión Europea, y la evidencia que aporta su aplicación en Bogotá–Región. Esta revela: un rezago creciente frente a regiones de países desarrollados y a capitales latinoamericanas; una visión del RIS más comprensiva e incluyente; y necesidad de indicadores para captar especificidades regionales y explicar resultados discordantes con los registrados en países desarrollados ***** Colombia's accession to the OECD has raised positive expectations. It would induce greater international comparison of its performance in science, technology and innovation, and better policies. The text discusses the readings made possible by the OECD indicators and the European Union's Regional Innovation Index (RIS), and the evidence provided by its application in Bogotá-Region. This reveals: a growing backwardness vis-a-vis developed country regions and Latin American capitals; a more comprehensive and inclusive perspective on RIS; and the need for indicators to capture regional specificities and explain results that are at odds with those recorded in developed countries.
