Estilo de desarrollo y sesgo anticampesino en Colombia

Abstract

Al usar el criterio de los bienes sociales primarios para evaluar el estilo de desarrollo colombiano se puede concluir que su tendencia es la de una senda rawlsiana inversa, cuyas principales características son: estrechez del mercado y sesgo anticampesino. Este artículo explora los mecanismos de esa senda que refuerzan la ruptura de la amistad política y alientan la duración de la guerra. Esos mecanismos pueden, ante la eventualidad de una negociación política, reforzar el carácter violento de la paz que se pudiera llegar a acordar. Hasta ahora, han brindado una plétora de oportunidades a los competidores armados del Estado. ***** Taking primary goods as a yardstick to evaluate styles of development in Colombia, the authors argue that the prevailing model displays an inverted Rawlsian path whose main features are: the narrowness of the market and anti-peasant bias. The article explores the mechanisms which reinforce the breakdown of the polity and bolster the continuation of war. These mechanisms may –if the current peace negotiations lead to the signing of an agreement– impart a decidedly violent character to the resulting “peace”. They have hitherto provided manifold opportunities to the various armed competitors of the State. ***** Lorsqu’on utilise le critere des biens sociaux primaires pour évaluer le style de développement colombien, la conclusion est que la tendance est celle d’un sentier rawlsien inversé, dont les principales caractéristiques sont : l’étroitesse du marché et le biais anti-paysan. Cet article examine les mécanismes de ce sentier qui renforcent la rupture de l’amitié politique et favorisent la prolongation de la guerre. Dans l’éventualité d’une négociation politique, ces mécanismes pourraient renforcer le caractere violent de la paix qui serait éventuellement signée. Jusqu’a présent, ces mécanismes ont fourni une pléthore d’opportunités aux opposants armés de l’État colombien.
