La política industrial: ¿hacia un nuevo modelo de desarrollo?

Abstract

Es indudable que el objetivo estratégico central del Plan para Cerrar la Brecha era cambiar el modelo de desarrollo vigente en el país desde la década de 1930, consistente en un "apoyo decidido (del Estado) y unaalta protección al sector moderno de la economía". Para corregir los "desequilihrios estructurales" generados por este esquema de desarrollo, el Gobierno del Mandato Claro se planteó una política fiscal de corte redistributivo de la riqueza y del ingreso y una política global para la actividad privada tendiente a favorecer "el 50% más pobre de la población".
