Algunas hipótesis acerca de la in-tervención del Estado en Colombia (1964-1985)

Abstract

El paso del análisis de la relación sociedad civil-Estado a la comprensión de las formas específicas que reviste la intervención estatal es, quizás, el mayor escollo con que tropieza todo intento de elaborar una teoría del Estado que explique las funciones de éste a partir del estudio de su naturaleza.Muy a pesar nuestro, las versiones instrumentalistas siguen permeando el análisis. La urgencia descriptiva tiende a ocultar los enfoques comprensivos, y si por fortuna éstos logran ganar un espacio importante, suelen conducir a generalizaciones y abstracciones que explican muy poco las situaciones específicas.Las páginas siguientes son la expresión de este dilema. A la escasez de la información empírica se anade el poco desarrollo que ha tenido "la teoría" del Estado en el país. En la primera parte del ensayo se hace una exposición de las grandes tendencias del debate sobre el Estado. En la segunda se adelantan algunas hipótesis sobre el tipo de intervención que ha tenido el Estado en Colombia durante el período 64-85.
