Abstract

A juicio del autor el sistema Upac surgió "a partir de una serie de desarrollos improbables". El Upac tuvo sus fundamentos en el "Plan de las Cuatro Estrategias" implementado por la administración Pastrana en 1972, se implantó como una estrategia de canalización de recursos de ahorro para el fomento del sector líder de la construcción. Veinte anos después, el balance indica que el sistema ha sido un mecanismo eficaz de captación de ahorros, que ha permitido canalizar un significativo monto de recursos hacia la construcción, que ha contribuido al fortalecimiento de la competencia en el campo financiero, y que se ha constituido, internacionalmente, en un modelo de política digno de ser seguido por los gobiernos de otras naciones.
