Comentarios a la política ambiental

Abstract

Al acunar el término "humano" en el concepto de desarrollo sostenible, el Plan pretende dar más fuerza al aspecto social. Pero esto no se refleja de manera consistente en acciones y programas con impacto sostenible en el tiempo sobre los grupos probres. En otras palabras, el documento recae en la definición clásica de desarrollo sostenible y, en la formulación de los programas ambiental, no es convinvente sobre la posibilidad de ejecutar sus políticas. Su gran debilidad es el abismo entre lo deseable -a lo que dedica mayor atención- y lo posible, a lo que no da un tratamiento realista pese a ser lo más importante.
