Fragilidad estructural y Plan de desarrollo

Abstract

El Salto Social instaura rupturas fundamentales con el esquema de desarrollo del gobierno anterior. El nuevo Plan adopta una concepción más estructuralista que se refleja en aspectos tales como: 1) la afirmación de que lo social juega un papel neurálgico y, por tanto, que no es un apéndice de lo económico; 2) La aceptación de que las ventajas comparativas se crean; 3) El convencimiento de que el desarrollo debe ser sostenible; 4) La insistencia en la importancia de la participación ciudadana.A pesar de estas declaraciones, su diagnóstico sobre los males estructurales de la economía colombiana es muy tímido. Al no reconocer la gravedad de la situación, las terapias que prescribe son insuficientes para extirpar las raíces del mal. La economía padece una profunda fragilidad estructural. El Salto Social acepta que existen algunos problemas estructurales pero no les da la importancia que merecen.
