Abstract

El Salto Social fue la propuesta general del discurso presidencial del 7 de Agosto de 1994. Logra plantear lo económico desde el punto de vista social y la creatividad de las culturas, formulando con transparencia las consecuencias sociales y culturales.En esta primera parte se explica el nuevo sentido de la planeación en Colombia, se hacen consideraciones sobre el contexto en el cual aparece la propuesta del Salto Social, se presenta un intento de caracterización global del proyecto del Plan desde la perspectiva del Consejo, y se hacen las primeras consideraciones y recomendaciones sobre su visión general.
