Abstract

La planificación general de la acción de un Gobierno es útil sólo en la medida en que se transforma en un cálculo que precede y preside la acción del mismo en el día a día. Es decir, llega a ser un proceso práctico. Sin embargo, la más superficial observación de los procesos de Gobierno en los países latinoamericanos nos muestra, con distintos matices e intensidad, un claro distanciamiento entre los planes ofrecidos como promesas y el proceso real de discusión y toma de decisiones que guía la acción diaria de los gobernantes.Me propongo argumentar que esta ineficacia de la planificación general facilita y estimula un estilo de gobierno dominado por la cotidianidad intrascendente y la imprevisión, donde las muestras más significativas de vitalidad se identifican con reacciones espasmódicas tardías para enfrentar los problemas que explotan ante nuestra vista. Este cálculo improvisado en la coyuntura se convierte en una alternativa superficial a la planificación formal.
