Sostenibilidad, plan de desarrollo y política petrolera

Abstract

Este ensayo examina la política petrolera y de recursos naturales del Plan de Desarrollo. Muestra, en particular, que las declaraciones de "sostenibilidad" son inconsistentes con las políticas que se adelantan y que se trata de una propuesta de incrementos desaforados de la producción petrolera bajo la mirada de la economía estándar. El "desarrollo sostenible" resulta siendo tarea de las generaciones futuras, desconociendo el mandato constitucional. También discute la propuesta de reforma a la ley de regalías implícita en el artículo 60 del proyecto de ley del Plan de Desarrollo y muestra que se emplean indicadores de competitividad manipulados para subestimar la competitividad colombiana. De acuerdo con el análisis efectuado por el Ministerio de Minas no parece razonable aprobar es reforma si se trata de mejorar la competitividad financiera. En suma, la actual política petrolera no introduce elementos de democracia y de sostenibilidad.
