Abstract

Las políticas de ciencia y tecnología han pasado a ocupar un papel fundamentaldentro del diseno de estrategias para el desarrollo, al punto que en muchospaíses han reemplazado a la formulación de política industrial. Esto, por cuantose considera que la ciencia y la tecnología son transversales a toda la economíay abarcan todos los sectores productivos de bienes y servicios, en un modelotecno-económico que se basa en la permanente innovación y el avance delconocimiento como fuente de la competencia económica y la inserción exitosade los países en un mundo interconectado [Teubal 2002].
