Evaluación Comparativa Regional: índice sintético de desarrollo regional (IDR) para Perú

Abstract

En el presente artículo construimos un índice sintético de desarrollo regional (IDR) de nueva generación, que involucra los cuatro componentes interdependientes del desarrollo sustentable (económico, social, ambiental e institucional) y permite evaluar, de forma comparada, el desarrollo regional en Perú. Para ello, se usó de forma rigurosa: el análisis por componentes principales (ACP) en la elaboración del IDR, el método Jenks natural breaks en la ponderación regional, la convergencia sigma en las disparidades regionales y el coeficiente alfa (a) de Cronbach en la fiabilidad metodológica interna. Los resultados para el periodo 2015-2019 muestran que regiones como el Callao, Ica, Moquegua y Lima triplican el desarrollo de otras (Cajamarca, Huancavelica, Puno y Loreto), a pesar de que estas últimas cuentan con grandes fuentes de desarrollo. Una razón de ello es el bajo avance en la dimensión institucional. Además, por orden jerárquico, las dimensiones que más aportan al desarrollo sustentable analizado son: social (95.20%), ambiental (85.98%), económica (84.78%) e institucional (49.42%). La propuesta incluye un prototipo de plataforma web que muestra, iterativamente, el desarrollo de las regiones en Perú, con algoritmos inteligentes, big data, web scraping e información geoespacial.
