Gestión macrofiscal de la financiarización de commodities. Medición del Valor a Riesgo (VaR) de la canasta exportadora agrícola argentina

Abstract

El incremento en la volatilidad de precios de commodities ante el ingreso de inversores financieros, en el marco de la llamada financiarización, complejiza la gestión macroeconómica de países con alta incidencia de productos primarios en su comercio internacional. Este artículo tiene por objetivo proveer una medición de la exposición al riesgo de precio de las exportaciones para el caso argentino durante el período 1993-2018. Se emplea de forma novedosa el Valor a Riesgo (VaR), típicamente utilizado en finanzas, en el diseno de un portafolio de exportación de commodities que operan diariamente en los mercados internacionales. Entre los resultados principales se encuentra que el 2.90 % del total exportado está expuesto a riesgo de precio mensual durante el período 2004-2018, en comparación con el 1.73 % registrado entre 1993 y el 2003. Este indicador aporta al diseno de reglas fiscales que permitan planificar los gastos en función de ingresos estructurales en contextos de alta volatilidad.
