Agricultura y planeamiento: el caso de Cuba

Abstract

Tres aspectos de Cuba que son de por sí interesantes: una primacía de la agricultura en el desarrollo económico, la existencia de un sector privado en la agricultura y una fuerte dependencia del sector externo. ¿Cómo confrontado el aparato de planeamiento estos aspectos?, ¿qué tan planeada es la agricultura?. En el artículo se intenta suministrar algunas respuestas. En la primera parte se menciona cómo los planeadores pensaron el proceso de desarrollo económico y el papel de la agricultura dentro de su concepción. En la segunda parte se analizan en más detalle los cambios institucionales del sector agrícola, concentrándose en aquellos aspectos que son esenciales para entender su planeación. Por último se hace una evaluación de los resultados en la agricultura.
