Control de la congestión vehicular en Bogotá con herramientas microeconómicas

Abstract

A partir de un diagnóstico de la congestión que las causas del problema van más allá de un exceso de vehículos y una falta de vías. Se estudian cuatro alternativas para reducir la congestión: la restricción de circulación por placas, el cobro por entrar en una zona de la ciudad, una política de parqueo y la creación de un nuevo servicio de transporte público. La primera se encuentra inapropiada por el bajo efecto sobre la congestión y la segunda por las dificultades para encontrarla. La tercera y cuarta son viables y se complementan pues así el efecto sobre la congestión es mayor.
