L’approfondissement des accords commerciaux dans les PED a-t-il bénéficié aux exportations des entreprises?

Abstract

Au cours des deux dernières décennies, les accords commerciaux régionaux se sont non seulement multipliés, mais également approfondis, leur objet n’étant plus limité à la réduction des barrières douanières pour couvrir des domaines très variés comme la concurrence, l’investissement ou la régulation du travail. De nombreux pays en développement en ont été signataires afin de mieux insérer leurs entreprises sur les marchés internationaux et de stimuler leurs exportations. Si l’objectif a été atteint pour les grandes entreprises, les petites, parce qu’elles se sont trouvées face à une concurrence accrue, ont vu leurs exportations diminuer. Résultat, au niveau sectoriel, ceux composés essentiellement de grandes entreprises ont tiré profit de ces accords commerciaux approfondis tandis que les autres en ont souffert.
