Protectionnisme américain : les enjeux du 9 juillet 2025

Abstract

Depuis le 21 janvier 2025, les États-Unis multiplient les mesures protectionnistes à un rythme soutenu. Deux dates constituent des tournants décisifs : le « Jour de la libération » du 2 avril et la « pause » annoncée le 9 avril. Le 9 juillet, une nouvelle décision majeure est attendue : maintenir le statu quo en vigueur ou activer les « droits de douane réciproques » annoncés le 2 avril. Si cette seconde option était adoptée, l’activité économique pour les deux principaux belligérants (Chine et États-Unis) diminuerait à moyen terme de l’ordre de 1 % de PIB. Si les droits de douane, appliqués depuis juin 2025, devaient perdurer, les pertes de PIB resteraient importantes pour ces deux pays (de 0,7 % et 0,9 % respectivement), signe que la « pause » n’en est pas vraiment une. Quelle que soit l’option retenue, pour les pays européens, les conséquences macroéconomiques resteraient limitées mais concentrées sur des secteurs clés : les équipements de transport (France) et les véhicules et pièces détachées (Allemagne).
