L’approvisionnement russe de produits duals face aux sanctions

Abstract

L’invasion de l’Ukraine par la Russie, il y a trois ans, a déclenché un conflit prolongé rendant l’accès aux technologies avancées crucial. Les sanctions occidentales visent à limiter l’accès de la Russie aux produits à double usage, essentiels à l’effort de guerre. Malgré ces sanctions, la Russie a réussi à compenser une partie de ses importations de ces produits grâce à de nouveaux fournisseurs, principalement la Chine. Cependant, cette substitution a entraîné des coûts plus élevés et une qualité potentiellement inférieure des produits importés.
