Les voyages d’affaires, un moteur du commerce international freiné par les restrictions migratoires

Abstract

Les voyages d’affaires jouent un rôle central dans l’expansion du commerce international. Pourtant, les restrictions migratoires, et en particulier les politiques de visas, freinent significativement ces déplacements, augmentant les coûts pour les entreprises et limitant leur compétitivité sur les marchés étrangers. Pour les pays membres de l’espace Schengen, les visas réduisent le commerce de 25 % et d’encore plus pour les biens différenciés. En revanche, la facilitation des visas d’affaires incluse dans les accords de libre-échange, même lorsque ces dispositions ne sont pas soumises à un mécanisme de règlement des différends, conduit à une augmentation des voyages d’affaires et, avec elle, à une progression des échanges bilatéraux de 15 % en moyenne, le tout sans augmenter les migrations permanentes.
